Graffiti Abatement Program

Northeast Graffiti Busters (NEGB) is a community-based non-profit 501 (c)3 corporation that was created to combat the ever-growing issue of graffiti in the City of Los Angeles. Since its inception, NEGB has continually demonstrated its exceptional response time, effective work ethic, and community involvement. Graffiti decreases the quality of life in our City; neighborhoods are threatened and the community feels its safety is at risk. A graffiti-plagued neighborhood signals a decline in community involvement and has been proven to increase the occurrence of crime. 

NEGB has partnered with the City of Los Angeles’ Public Works Department- Office of Community Beautification Graffiti Abatement Program, a contract that NEGB has held since 2000.  Although NEGB’s service area began in Pacoima, because of our excellent track record and work ethic, we now cover Northeast San Fernando Valley and Northeast Los Angeles with two offices in Sun Valley and Lincoln Heights.  

Graffiti abatement services are conducted free of charge to the general public and includes removal on private property such as buildings, block walls, driveways, fences, houses, parking lots, etc. Public property that will be maintained will include sidewalks, curbs, pedestrian tunnels, street signs, utility control boxes, light poles, telephone poles and trees. NEGB uses three different City-approved methods to remove graffiti from various surfaces in order to keep the surfaces as natural as possible; ( 1) water sandblasting, (2) painting using a paint roller, and (3) applying City-approved chemical solvent. Lastly, crews water blast or sandblast graffiti from sidewalks, natural block walls, curbs, driveways and other natural surfaces.

NEGB utilizes 16 full-time and 2 part-time jobs that are responsible for a predetermined geographical area and includes the communities of Pacoima, Sun Valley, Van Nuys, Lincoln Heights, Mount Washington, Highland Park. Our goal is to be the most effective and efficient graffiti removal organization in the City of Los Angeles by using our institutional knowledge and years of experience to get the job done.  NEGB operates  7 days per week.  

Operation Bright Spot

A program initiated by Councilwoman Monica Rodriguez, focuses on addressing visual blight in targeted neighborhoods within the 7th Council District.

This collaborative effort with the Departments of Sanitation and Transportation aims to tackle issues such as trash accumulation along busy thoroughfares, under-pruned trees, dirty sidewalks and streets, bulky items, overgrown vegetation, and gum stains on sidewalks.

Operation Bright Spot implements a focused neighborhood cleanup strategy, including street sweeping, red curb painting, graffiti removal, weed abatement, bulky item pick up, gum removal, and power washing of sidewalks.

The Pacoima Mural Project

The unveiling of a 10,000 square foot mural depicting the history of Pacoima, a project that not only celebrates the community but also aims to combat graffiti through artistic expression.


Aiming to enhance the visual appeal and prevent ongoing blight, a project was initiated at Paxton and San Fernando Rd, formerly plagued by consistent graffiti and trash. With support from the Office of Councilmember Monica Rodriguez, funding was secured for this endeavor. The project centered on a mural adorning the rear wall of local company American Range, serving as a welcoming visual for residents and visitors exiting the 118 eastbound Freeways at San Fernando. This initiative not only improved the area's aesthetics but also boosted neighborhood pride and quality of life. The mural, spanning 400 feet in length and 23 feet in height, showcases local landmarks like the Tongva tribe, Hansen Dam, and Whiteman Airport. The wall underwent pressure washing to remove debris before the muralists, including renowned artist Levi Ponce, painted a primer coat and then executed the mural using the pounce transfer technique. To safeguard against future graffiti, an anti-graffiti coating was applied upon completion. The entire project, involving a team of 14 experienced local artists, was completed in 26 days.

Clean LA Jobs Program

Clean LA is a one-year employment program for job-seeking Angelenos who would like to help clean and green the City of Los Angeles as a pathway to a full-time career. 

Participants in the CleanLA program conduct cleaning services along the public right-of-way to beautify neighborhoods in Los Angeles. After completing 1920 hours and other program requirements, participants will be provided an opportunity to be hired with the City of Los Angeles.

In person, full time work responsibilities include, but are not limited to

  • weed abatement;

  • removing loose litter; and

  • clearing bulky items from the public right of way

To be eligible for the Clean LA Jobs Program, applicants must:

  • Be a resident of the City of Los Angeles;

  • Ages 18 or older;

  • Have a right to work in the US; and

  • COVID-19 vaccinated

The City’s Clean LA Jobs Program is now accepting applications for the Youth Program (18 – 30 years old) and the Adult Program (31+ years old) for a limited time. Positions will be filled based on availability and eligibility requirements.

State of CA: Clean and Safe Program

NEGB partnered with the State of California to implement a program to address visual blight. Through this 3-year program, NEGB was allocated $250,000 in 2023 for much-needed vehicles and heavy machinery.

Project Need: Two 500-gallon trailer-mounted waterblasters, two Ford F-150 pickup trucks and one part-time field technician for a period of 3 years

Project Description: Remove trash and bulky items along busy business corridors and water blast heavily traveled sidewalks within Senate District 20 in the Northeast San Fernando Valley.

Project Goals: Address visual blight by removing trash and bulky items along busy business corridors and implement water-blasting techniques to heavily traveled sidewalks.

Council District 6 Clean-Up Program

NEGB has partnered with the Office of Councilmember Imelda Padilla to implement the CD6 Clean-up Program.  Through this program we are able to respond to community requests to address visual blight issues.  Visual blight includes overgrown trees, bulky items, overgrown weeds, stained sidewalks, trash along busy corridors and graffiti.  We have employed 4 field employees that coordinate with CD6 staff to target predetermined areas within Council District 6.  Through this program we are able to trim trees and remove weeds, graffiti, bulky items and trash immediately, which encourages business retention and community pride in different neighborhoods.  The program is designed to remove visual blight and negative influences and to enhance the physical appearance of key commercial corridors and neighborhoods. 

Community Outreach

The outreach endeavors of Northeast Graffiti Busters have been successfully executed for various programs and projects. Frequently, it becomes necessary to ensure residents are apprised of particular resources or events happening in their communities, and NEGB efficiently disseminates the information through professional channels such as phone calls, door-to-door canvassing and social media platforms.
